What are the risks of plucking facial hair, I'm a male and don't want to shave. I fear growing thick hair.?

There’s nothing you can do to change the way your hair is going to grow. Plucking would be extremely time-consuming, and though you won’t have abrasive stubble, it will still come back, just as with shaving. 
Shaving leading to more hair growth is a myth. We grow more hair over time because of hormonal cues. 
So, I would say that shaving is still the best option for you. Just embrace the changes as they come, there’s nothing else you can do, short of electrolysis or laser hair removal, which would be odd for a man to do, unless he was thinking of getting a sex change.
