Shaving leading to more hair growth is a myth. We grow more hair over time because of hormonal cues.
So, I would say that shaving is still the best option for you. Just embrace the changes as they come, there’s nothing else you can do, short of electrolysis or laser hair removal, which would be odd for a man to do, unless he was thinking of getting a sex change.
